In When Larry moves to Perfection he says he increases the population by 14%. that means there were 7 people and he makes 8. In Hit and run as the hoods drive into the town the Perfection sign says population 14 - any idea who the 14 people are and what happens to 7 of them before Larry? Twitch complains about some snow birds that we never see but other than that I don't know.

1) Burt Gummer 2) Tyler Reed 3) Rosalita Sanchez 4) Nancy Sterngood 5) Jodi Chang 6) W.D. Twitchell 7) Larry Norvel 8) Cletus Poffenburger 9) Dr. Casey Matthews 10) Melvin Plugg 11) Harlowe Winnecuma 12) Roger Garrett 13) Pete Norris (before his death) 14) El Blanco
That's just how I see it. I'd say el blanco as a resident.

Barrett, That is the list that I came up with but Melvin doesn't live in Perfection, nor does Twitch. I'll accept Cletus although he does actually live a couple of valleys over and probably wouldn't want to be listed since the people with the little badges are still looking for him. I did consider Mindy, even though she is at college but I didn't include El Blanco since he doesn't contribute to the pot lucks! Pete would be in the number (a loss that I miss) if Dr. Casey is there and she could be since she seems to be living in the valley. I didn't figure the road crews before the cicadas but that would have added 2 more. I grew fond of the sign as an indicator of how the body count was going so I guess the 14 just surprised me. I wonder if Stampede has an answer as to who is included in the count?

Different question but similar theme. Ever notice how roads seem to be an inconsistent barrier to EB. In T1 the worms never punch through the road - the road crew did but they didn't. But Mindy wasn't safe on the pavement in Perfection. In 412 EB gets 412 at a road intersection (dirt roads?). In Frenzy the sign says stay on the pavement. In T3 the goings and comings of 18 wheelers don't seem to attract attention at all. Any one else notice or am I seeing things?

I have wondered about that too.
This is how I was counting it:
Town Residents: 1) Burt Gummer 2) Tyler Reed 3) Rosalita Sanchez 4) Nancy Sterngood 5) Jodi Chang 6) Larry Norvel 7) Harlowe Winnecuma
Nearby residents (don't actually live in the town) 1) Cletus Poffenburger 2) Casey Matthews 3) Roger Garrett
So if they're not counting the secondary category as residents, who are the other 7 people living in Perfection?
My other theory is that nobody bothered changing the sign and it still says 14 from when the population was at it's peak. And Larry assumes the population is still 14 people.

Possible although I do think the sign showed a lower number in T3. My only thought was something to fool the Feds with so that Jodi could keep the post office open.

I'm pretty sure that's an old sign and doesn't actually count the 'current' residents: I'm certain it wouldn't count the scientists, Tyler, Cletus, and Rosalita. It's too old for that for Tyler, Rosalita, and the scientists (and even if it wasn't, Pete wouldn't be included, he was only there for like, 2 or 3 days; no way they make a new sign that fast), and not even Twitchell knows about Cletus, so no way he'd be included. I don't know about the snow birds though. But I don't think there are any other ranchers in the valley, even though some fanfics and people assume that. If there were, they would be at least mentioned when Burt alerts everyone to some new threat. No way they just ignore and get ignored by the creatures.
As for the roads, they don't actually have any 'pavement' in town. If they did, El Blanco wouldn'tve been able to come up in Graboid Rights. That's why Mindy wasn't safe and 412 was able to be eaten. From the looks of it, the pavement ends just outside of town or so.
